Description

The purpose of this study was to assess and rank previously identified potential water storage sites and diversion projects in Alberta, the information for which was compiled in a previous (2005) Alberta Environment project inventory. This study was implemented address "reliable, quality water supplies for a sustainable economy" as part of the provincial Water for Life Strategy.

This study was conducted as part of the process of developing a water management plan for the Lesser Slave Lake and River basins. In order to facilitate an evaluation of the effects of manipulating lake elevations in the development of a water management plan for the basins, this study addressed the extent and availability of existing information that could be considered in the determination of the likely consequences of various lake surface elevations on the lake’s ecosystem.

The Mackenzie River Basin Board was created in 1997 by the Transboundary Waters Master Agreement between the Government of Canada, Saskatchewan, Alberta, British Columbia, Yukon and Northwest Territories. One of the key duties of the Board was to prepare a State of the Aquatic Ecosystem Report for the Mackenzie River Basin. This summary document presents highlights of the report, completed in March 2004.

As a component of a water management plan for the Lesser Slave Lake and Lesser Slave River basins, Golder Associates Ltd. was retained to develop a scope of work for conducting an inflow needs study on the Lesser Slave River. This report: reviews and summarizes existing data on the Lesser Slave River; identifies potential data gaps necessary for completing an IFN evaluation; provides a work plan for completing any additional field work and the development of an IFN determination for the Lesser Slave River; and proposes a flow evaluation framework for assessing year-round instream flow needs.

The governments of Canada, Alberta and the Northwest Territories established the Northern Rivers Ecosystem Initiative to answer questions and address recommendations from the Northern River Basins Study, which took place between 1992 and 1996. The initiative was a science-based effort to gain more information to help understand the impacts of human activities on aquatic ecosystems in this region of Canada's north. This resource provides a general summary of the findings of the initiative. It also included are references to other studies and monitoring programs done during these years.

The Northern Rivers Ecosystem Initiative (NREI) was a five-year endeavor by the governments of Canada, Alberta, and the Northwest Territories to address commitments made by the three governments in response to the preceding Northern River Basins Study (NRBS). The NRBS was itself a five-year initiative to obtain information regarding the existing conditions in, and the effects of development on, the aquatic ecosystem of the Peace-Athabasca-Slave river basins. The NREI involved scientists and resource managers from governments, universities, industry, and other organizations. Highlights of their actions are included in this report, with further detail available in various technical science reports.

This synthesis report builds on information generated during the Northern River Basins Study. It presents information from the Northern River Ecosystem Initiative to give a new benchmark on the present health of the northern river basins. The report also provides an update on development in the basins, and describes initiatives, policies, partnerships, regulations, monitoring, research and other programs implemented to protect the environment. Results of more than 20 scientific projects undertaken during the five-year study are summarized, and a discussion and conclusions about what has been learned is presented.

A Minister's Forum on Water was held in Red Deer in June 2002 as part of public consultations to inform the development of a water management strategy for Alberta. Participants at the forum urged the provincial government to develop a water strategy and noted the need for all Albertans to improve their understanding of water resources and change the way water is used. Most discussion teams recommended that efforts be focused on the seven water basins in Alberta (through basin plans, studies, reports and consultation). Forum participants asked the provincial government to increase its commitment to water management. This report provides detail about the Minister's Forum.
