Description

Environmental assessment registry documents pertaining to the proposed Coalspur Mines (Operations) Ltd. Vista Coal Mine Project Phase II. Coalspur is proposing an expansion of their approved Vista Coal Mine. The expansion would be a westward continuation of the existing mine and be an open pit surface coal mine to recover the same seams and using the same methods as the existing mine. The expansion would use existing infrastructure such as: coal processing facilities (including refuse production facilities), primary access roads and a coal loadout facility. The coal mined from the combined operation would be transported by rail to west coast ports, then shipped via ocean vessels to foreign markets. Coalspur would operate the mine as one complex with potential to increase annual production from 10 to 15Mt (million clean tons) on average. Forest company forest management plans (FMPs) detail when, where and how timber on Alberta Crown land will be managed in order to balance social, economic, and environmental needs based on input from the public, Indigenous peoples and stakeholders. The forest management area covered in this plan is FMA 8800025, allocated to West Fraser Mills Ltd. (Hinton), through legislative Order-in-Council (O.C. 565/2007) dated January 14, 2008. The FMA area is located in west central Alberta; it falls within Upper Foothills, Lower Foothills, Sub-Alpine and Montane natural sub-regions. The HWP FMA area is located within the Upper Athabasca Land-Use Framework planning region.

The proposal is for a project area that would cover about 2,500 hectares and contains sites allocated for the coal mine and associated infrastructure. The project locatation is in Yellowhead County, approximately 10 km from the Hinton town boundary and extends away from Hinton to the southeast for about 12 km up to the McLeod River Valley. Forest company forest management plans (FMPs) detail when, where and how timber on Alberta Crown land will be managed in order to balance social, economic, and environmental needs based on input from the public, Indigenous peoples and stakeholders. The forest management area covered in this plan is FMA 8800025, allocated to West Fraser Mills Ltd. (Hinton), through legislative Order-in-Council (O.C. 565/2007) dated January 14, 2008. This plan amends the 1999 Forest Management Plan and was prepared in response to the Government of Alberta's directive to reduce the amount of mountain pine beetle susceptible stands within the Hinton FMA.
