The Coal Policy Committee was established on March 29, 2021 to make recommendations to the Government of Alberta about what it should consider in developing a new coal policy. This final report of the committee contains eight principal recommendations for the long-term management of Alberta's coal resources.

As part of this work, the committee was expected to undertake engagement with Albertans. This report outlines the major concepts and themes that emerged from that engagement process.

Information on a planned review of the The Mine Financial Security Program (MFSP). The program is one of many liability management programs that ensure that Alberta's energy resources are developed responsibly. The program helps manage coal and oil sands liabilities by collecting financial security from mine owners and protects the public from paying for project closure costs. Alberta's government is reviewing the MFSP to ensure appropriate funds are being collected to cover reclamation liabilities and ensure continuous program improvement.

The reserve estimate for the Project area is about 177.5 million tonnes of raw coal. The EIA was deemed complete in 2014. The proposal is for a project area that would cover about 2,500 hectares and contains sites allocated for the coal mine and associated infrastructure. The project locatation is in Yellowhead County, approximately 10 km from the Hinton town boundary and extends away from Hinton to the southeast for about 12 km up to the McLeod River Valley. Environmental assessment registry documents pertaining to the proposed Coal Valley Resources Inc. Mercoal West/Yellowhead Tower Mine Expansion Project. The proposal is to develop additional coal reserves adjacent to existing mining operations in Coal Valley in Yellowhead County. The proposed Mercoal West Mine Project would produce 7.2 million tonnes of processed coal and be located northwest of the community of Mercoal. The Yellowhead Tower Mine Project would produce 6.0 million tonnes of processed coal and be located northwest of the community of Coalspur. The EIA was deemed complete in 2009. These requirements are supplementary to the Standard for Water-Well Testing for Coalbed Methane/Natural Gas in Coal Operations and as such contribute to the Standard’s commitment to continue protection of provincial groundwater resources and Albertans’ groundwater supplies through responsible coalbed methane development. The requirements provide consistent protocols for testing, sampling and analyzing groundwater from water wells that were pre-/post-tested as part of the Baseline Water Well Testing Program.
