The agreement allows the Province of Alberta to set elevations on the Ghost Reservoir during the period of May 16 to July 7, which is typically the highest storm risk period of the year. By keeping the reservoir lower during this period there is more space to store flood events thereby lowering peak flows downstream of the dam or, at the very least, delaying those peaks.

The Bighorn Dam is located west of Nordegg in Clearwater County, downstream of Abraham Lake and is managed by TransAlta. The leased lands around the dam are popular for recreation and increased random camping and OHV use has raised dam and public safety concerns. The Government of Alberta is implementing recreation management efforts and funding investments to conserve and protect the area and public safety.

The Backcountry Trail Flood Rehabilitation Program was launched following the 2013 flooding in southern Alberta, to support the restoration and reconstruction of priority backcountry trails on public lands. This fact sheet describes work that has been done to restore trails in the Ghost River ice climbing trail.
