Description

The MSI is the Province of Alberta's commitment to provide significant long-term funding to enhance municipal sustainability and to enable municipalities to meet the demands of growth. Municipalities determine projects and activities to be funded by the MSI based on local priorities, within the general qualification criteria set out in the program guidelines.

MSI funding is allocated annually and paid to municipalities following legislative approval of the provincial budget, submission of sufficient project applications, and submission and/or certification of Statement of Funding and Expenditures. 2023 is the last year of the MSI. In 2024, the MSI will be replaced with the Local Government Fiscal Framework.

In July of 2011, the former Minister of Municipal Affairs ordered an inspection to be conducted on the affairs of the Town of Redcliff. This came as a result of a request from council and a sufficient petition from the residents of the Town of Redcliff (Town). Municipal Affairs inspectors undertook a review of the Town's management and operations and found that, while the Town has been managed and operated for the most part in a manner that is in accordance with the Municipal Government Act, in some instances the Town has been managed and operated in an irregular and improper manner. This report makes 41 recommendations that endeavour to assist the Town in addressing concerns brought forward by residents, and also makes a recommendation to the Minister to issue directives to address those items that are of a more serious nature or a direct contravention of the Municipal Government Act.

In March 2011 the Village of Bawlf council requested the Minister of Alberta Municipal Affairs to conduct an inspection into the affairs of the municipality. This report contains 32 recommendations relating to village operations and council governance issues. Based on their findings, the inspectors believe the municipality is being managed in an irregular, improvident and improper manner. They also believe the appointment of an Official Administrator to supervise the village would assist Council and Administration in moving past their difficulties in a positive manner.

In March 2010, the Minister of Municipal Affairs ordered an inspection into the management and operation of the Village of Vilna. An Inspection requires that the Inspector determine what, if any, matters fall within the guidelines of irregular, improper, or improvident conduct by Council, individual councilors or by municipal staff. The inspection determined the village has been governed in an Improvident manner and that it has been administered in an Irregular manner because there are numerous contraventions of both the Municipal Government Act and sound accounting principles.
