Description

From 1913 to 2019, Municipal Affairs produced the Municipal Affairs Population List that contained population counts for Alberta municipalities, Metis Settlements, and First Nations communities based on the most recent municipal or federal census. In 2020, the Municipal Affairs Population List was discontinued following the repeal of the Determination of Population Regulation. With the approval of the new Municipal Census Regulation in 2023, Municipal Affairs resumed the publication of the Municipal Affairs Population List.

Description

Each year, each municipality must prepare and submit an annual Statistical Information Return (SIR), which must be signed by the Chief Administrative Officer, or duly authorized signing officer. The SIR is typically required to be submitted to Municipal Affairs by May 1 in each year. In 2017, the Ministry of Municipal Affairs transitioned to using a unique submission and starting in 2018 portions of the SIR form has been pre-populated using information from the previous year’s SIR.

The following manual has been written to assist municipalities and other stakeholders in working through the three tax recovery processes that are outlined in the Municipal Government Act (MGA), RSA 2000, Chapter M-26. This manual contains detailed descriptions of the steps required to satisfy the legislative requirements relating to the various tax recovery processes. It also contains flowcharts and checklists that highlight the main steps and timelines. The manual also contains the various forms that may be required by Alberta Land Titles or the Personal Property Registry. Sample letters and tax agreements are also provided, which may be of use to municipalities and stakeholders.

The intent of this document is to identify those areas of the Municipal Government Act (MGA) relating to petitions, and to supplement and explain specific sections or applications of the MGA. This is not a legal document. It is only a brief summary of the petitioning requirements. Do not base your decisions on this summary alone, but use it in conjunction with the appropriate legislation. Appendix A is a listing of the applicable references to petitions within the MGA. You are urged to obtain an office consolidation of the MGA, including amendments, prior to initiating a petition.
