The Village of Berwyn Viability Plan was developed by a viability review team that was appointed by the Minister of Municipal Affairs to review the village's finances, governance, infrastructure and how programs and services are delivered. This document presents a summary of the viability review team's findings, including how municipal services are delivered to residents and the potential challenges that Berwyn residents may face in the future.

It also highlights the village’s viability issues including limited non-residential assessment base, the declining population, increasing service costs, a high dependence on government grants, and the reliance on community volunteers to undertake tasks essential to operation of the village.

Description

A petition from electors was received by the Minister of Municipal Affairs on November 27, 2014 requesting the Minister to undertake an inquiry into the affairs of Brazeau County under section 572 of the Municipal Government Act. In response to this petition, the Minister ordered that an Inspection be completed, and appointed Russell Farmer and Associates Consulting Ltd as Inspectors. The Inspection identified a number of areas of concern with Council and administration. While these matters are significant, they are viewed generally as opportunities to improve process and understanding, and do not qualify as indications that the County is being governed or operated in an irregular, improper or improvident manner.

This report reflects the spirit of the Government of Alberta’s Municipal Sustainability Strategy and the Village of Clyde Viability Review Team’s approach to determining the long-term viability of Clyde. The Village of Clyde Viability Plan describes two options to ensure the long-term viability of Clyde: Option 1: Clyde continues as an incorporated village and follows directives from the Minister of Municipal Affairs to ensure the long-term viability of the Village of Clyde. Option 2: The Village of Clyde dissolves and becomes the hamlet of Clyde in Westlock County.

In April 2013, the Village of Galahad council submitted a request to the Minister of Municipal Affairs, requesting the Minister undertake a dissolution study in the form of a viability review for the Village of Galahad. As a result, the Minister initiated the Village of Galahad viability review in May 2013. In July of 2015 the Viability Review Team published this report, which presents and compares two viability options, based on information examined about the current state of the Village of Galahad, feedback from residents in Galahad and the surrounding community, and contributions from both village and county councils.

A petition of electors was received by the Minister of Municipal Affairs in July of 2014 requesting an inquiry into the conduct of Council and the Chief Administrative Officer of Thorhild County. Russell Farmer and Associates was appointed by the Minister to complete an Inspection. A number of concerns were identified during the inspection, in seven areas: working relationships; council operations; role of the county in the regional water services commission; chief administrative officer; human resources practices; financial matters; and additional matters. The report includes 46 recommendations for improved governance and operations.
