This response plan is intended to serve as a guide to help responsible authorities mount an effective response to reports of Dutch elm disease as quickly as possible. A rapid, effective, timely response to a DED finding is in keeping with the requirement of the Agricultural Pest Act (APA) since DED and elm bark beetle are named declared pests.
