This manual outlines the Department of Transportation’s expectations for the provision of engineering services for the design and tendering of all provincial highway, bridge, and water management projects where a consultant is hired directly by the Department. The manual also serves to ensure uniformity and consistency in the provisions of these services to the Department, and to outline specific responsibilities and authorities of the consultant when providing these services.

Description

Environmental Impact Assessment and associated applications pertaining to the proposed Canadian Natural Resources Limited Pike 2 project (formerly Devon Canada Corporation). Canadian Natural is proposing a new in situ oil sands project in the Southern Athabasca Oil Sands region. To recover bitumen resources from the McMurray formation, steam assisted gravity drainage (SAGD) technology and diluent co-injection and cogeneration would be employed. The Project would include a central processing facility (CPF), well pads, source water and disposal well sites, pipelines, roads and power lines. The Project is expected to produce up to 70,000 barrels per day (bpd) of bitumen. For more information on the environmental assessment process visit ea.alberta.ca.

The report summarizes observed climatic changes across Canada and Alberta. It briefly discusses the causes of climate change and the methodology for the detection and causal attribution of long-term trends and changes in the frequency or intensity of extreme events. The report summarizes observed and projected changes for more than 30 climate indicators, from the temperature of the coldest day of the year to average precipitation during the growing season. Future simulations are generated using a set of global climate models from the Coupled Model Intercomparison Project version 5 (CMIP5), under higher (RCP8.5) and lower (RCP4.5) emissions scenarios, statistically downscaled to a high-resolution grid covering the entire province, and to 21 weather stations in Alberta. Local changes in the climate indicators are scaled to global mean temperature increases of +1, +1.5, and +2, +3 and +4OC.
