Description

This annual publication reports the sponsored research revenues of Alberta’s comprehensive academic and research institutions, which are: the University of Alberta, the University of Calgary, the University of Lethbridge, and Athabasca University. Sponsored research revenues are those funds received outside of the university base-operating grants and include both research grants and contracts. The data in the report describes funding from provincial and federal governments, industry, and non-profit organizations, and includes capital investments.

Provides policy direction for post-secondary institutions and other adult learning providers that reflects and supports the Adult Learning System Vision and Principles. This includes policy direction on institutional roles, mandates, relationships with each other, with government, and to some extent with their communities. The framework differentiates the publicly-funded post-secondary system in Alberta into six sectors and assigns each of the 26 publicly-funded institutions to one of the sectors, providing descriptions of the programming, research and collaboration mandates of each sector.

Designation status allows student in that program to apply for student financial assistance. The purpose of this manual is to explain Alberta's process and criteria for designating programs, and how post-secondary educational institutions are evaluated to maintain their designation.

Description

This report is produced annually by the Research Capacity Planning branch of Alberta Advanced Education and Technology. Data derived from the report are compiled and used as a performance measure in Measuring Up, a component of the Government of Alberta's Annual Report, and the Business Plan and Annual Report for the Ministry of Advanced Education and Technology (AET). The data collection process has been adjusted in order to provide and analyze data that are consistent with the overall sponsored research revenue totals reported by the institutions to the Canadian Association of University Business Officers (CAUBO). These institutions include Athabasca University, and the Universities of Alberta, Calgary and Lethbridge. Previous reports described a ten year span of historical data, but given requirements associated with restating the data in accordance with the new process, this report details a five year span of data.

It is a foundation that can ensure the best program and institutional mix to meet the needs of learners, the economy, and society. This Roles and Mandates Policy Framework also serves as a foundation for ongoing evolution of Alberta's advanced education system. Ultimately, an effective system will be one that meets the needs of learners, promotes access, leverages capacity, and allows resources to be effectively allocated to provide outcomes with the greatest value. This framework also ensures strategic long-term planning for advanced education in Alberta by building a more resilient and responsive system that aligns supply and capacity to the demands of learners, society, and the economy.

Part of this review included a Minister’s Forum on Advanced Learning, held November 1 and 2, 2005 in Edmonton. This document presents a summary of the discussions and results of the forum.
