Description

The Fair Registration Practices Act (FRPA) came into force on March 1, 2020, as part of the Government of Alberta’s commitment to improve the assessment of qualifications in over 170 regulated professions, designated occupations or trades. Regulatory bodies that oversee regulated professions, designated occupations or trades are required to ensure that their registration practices are transparent, objective, impartial and procedurally fair and applications decisions are made in a timely manner. A baseline questionnaire was sent to regulatory bodies to learn how the FRPA could or is being implemented within their organization. Their responses were compiled and assessed against eight indicators included in the Fair Registration Practices Code, embedded within the FRPA which will be used to inform current and future work of the Fairness for Newcomers Office.

The purpose of the project Learning a Language, Learning the Land was to pilot an educational process with immigrant newcomers that combined language learning and environmental literacy in an outdoor park setting. This report is an evaluation of the joint project between the primary partners - Alberta Tourism, Parks and Recreation (Parks Division, Learning and Stewardship Services – herein called Alberta Parks), Edmonton Mennonite Centre for New Comers (EMCN, English Language Program) and the City of Edmonton (Natural Areas Conservation – herein called Edmonton Parks). In recent years there has been a significant increase in the number of Temporary Foreign Workers (TFWs) participating in Alberta's labour market. This is a trend largely related to the strong performance of Alberta's economy. Until 2006, less than one per cent of the province's total labour force was TFWs. However, with the federal changes to the Temporary Foreign Worker (TFW) Program in 2007 and Alberta's growing economy at the time, the province saw a significant spike in the number of TFWs in the province to a high of almost 58,000 in 2008. In 2010, Teresa Woo-Paw, Parliamentary Assistant to the Minister of Employment and Immigration, was mandated to carry out a series of public consultations to identify where the TFW Program fits in Alberta's labour force planning, what role TFWs fill in Alberta's labour market and how to ensure the program is best serving the needs of Albertans. This annual report of the Ministry of Employment and Immigration contains the Minister's accountability statement, the audited financial statements of the Ministry and a comparison of actual performance results to desired results set out in the Ministry business plan. This Ministry annual report also includes: the financial statements of entities making up the Ministry including the Department of Employment and Immigration, for which the Minister is responsible, and other financial information as required by the Financial Administration Act and Government Accountability Act, either as separate reports or as a part of the financial statements, to the extent that the Ministry has anything to report.
