Subdivision and Development Appeal Boards (SDABs) hear appeals about subdivision and development of land. Although members are appointed by municipal councils, each SDAB operates as an independent and impartial administrative tribunal. SDAB members must apply a wide variety of provincial and municipal land use planning requirements, and in some cases have broad discretion to apply the requirements to achieve appropriate results for particular circumstances. This resource book is meant to help train SDAB members and clerks to ensure minimum standards of practice for land planning decisions within a tribunal hearing setting.
