A workshop was held June 28 and 29, 2005 in Hinton, Alberta, with the SWG and SeSP. The Panel and SWG reviewed 16 formal presentations in addition to previous written submissions. Some additional information was provided to the Panel over the following several months. After a thorough review of the information presented to them, the Panel submitted their final report on September 30th, 2005 and the chair, Jack F. Klaverkamp, presented those findings at the April 2006 SWG meeting

It represents the work of Alberta Environment and Fisheries and Oceans Canada. The Cumulative Environmental Management Association (CEMA) a multi-stakeholder group that includes environmental groups, First Nations, industry and regulators has also contributed to this framework.

Description

Studies of contaminant distributions by the Northern River Basins Study (NRBS) revealed high levels of PCBs in fish in the upper Athabasca and in the Wapiti-Smoky rivers, relative to other areas in the basins. In response to recommendations of the NRBS, the purpose of this work was to investigate the source and reasons for the PCB contamination. In co-ordination with other projects under the Northern Rivers Ecosystem Initiative (NREI) on fish, water, and benthos, this project investigated PCBs in river bottom sediments to see if there were spatial or temporal patterns that might identify the source(s) of contamination.

Description

This synthesis report builds on information generated during the Northern River Basins Study. It presents information from the Northern River Ecosystem Initiative to give a new benchmark on the present health of the northern river basins. The report also provides an update on development in the basins, and describes initiatives, policies, partnerships, regulations, monitoring, research and other programs implemented to protect the environment. Results of more than 20 scientific projects undertaken during the five-year study are summarized, and a discussion and conclusions about what has been learned is presented.

The Northern Rivers Ecosystem Initiative (NREI) was a five-year endeavor by the governments of Canada, Alberta, and the Northwest Territories to address commitments made by the three governments in response to the preceding Northern River Basins Study (NRBS). The NRBS was itself a five-year initiative to obtain information regarding the existing conditions in, and the effects of development on, the aquatic ecosystem of the Peace-Athabasca-Slave river basins. The NREI involved scientists and resource managers from governments, universities, industry, and other organizations. Highlights of their actions are included in this report, with further detail available in various technical science reports.

The governments of Canada, Alberta and the Northwest Territories established the Northern Rivers Ecosystem Initiative to answer questions and address recommendations from the Northern River Basins Study, which took place between 1992 and 1996. The initiative was a science-based effort to gain more information to help understand the impacts of human activities on aquatic ecosystems in this region of Canada's north. This resource provides a general summary of the findings of the initiative. It also included are references to other studies and monitoring programs done during these years.

Richardson River Dunes Wildland Provincial Park is situated in townships 104 and 105, ranges 6 to 9, west of the 4th meridian. The Athabasca River forms the western park boundary and the eastern boundary is relatively close to the Richardson River. This park is located predominantly within in the Central Mixedwood Natural Subregion with the southern edge dipping into the Athabasca Plain Natural Subregion and the extreme northwestern corner of the park along the Athabasca River transitional to the Peace River Lowlands Natural Subregion. The terrain in this park consists primarily of stabilized sand dunes oriented in a northwest- southeast direction. Currently no active dunes exist in this area; however, some blowout areas are present. The predominant vegetation pattern represented on this landscape consists of pine woodlands on the upper slopes of the dunes with wetlands situated between the dunes, in the dune hollows. Rock Lake-Solomon Creek Wildland Park is located northwest of Hinton and extends from the Athabasca River in the south to Rock Lake Provincial Recreation Area (PRA) and Willmore Wilderness to the northwest. You can reach the south end of the park along Solomon Creek by taking the road to the hamlet of Brule. The access to Rock Lake PRA is 70 kilometres north of Hinton. A 32 km graveled road leaves Highway 40 and winds along a route used by the petroleum and forest industries. Use caution when traveling this road and be aware that the road is not regularly maintained.

This report examines the differences in health outcomes across the province, compares the Northern River Basin Study area with the other areas of the province and examines possible relationships between health outcomes and environmental contaminants. It includes a series of regional and local maps and graphs that identify the prevalence of certain diseases and disorders within the Peace and Athabasca river basins. The focus is on reproductive health, congenital anomalies, respiratory ailments, circulatory diseases, gastrointestinal disorders, endocrine and metabolic disorders, and neurocognitive disorders.
