On June 19, 2013, the Government of Alberta launched Together We Raise Tomorrow, a public engagement on how to better support the well-being, safety, security, education, and health of all children in Alberta. The engagement formed part of the province’s year-long focus on working with communities to improve the quality of life for children and families, including the passage of the Children First Act in May 2013. This focused work on issues affecting children aligns directly with the goals Albertans identified under Alberta’s Social Policy Framework: reducing inequality, protecting vulnerable people, enabling collaboration and partnerships, and creating a person-centred system of high quality services. Public engagement under Together We Raise Tomorrow took place from June 19 to October 31, 2013. Together We Raise Tomorrow is a province-wide initiative to support the well-being, safety, security, education and health of all children in Alberta. Over the next year, government and communities will work together to build on the principles of Alberta’s Social Policy Framework to create a children’s charter, a poverty reduction strategy and move forward with the Alberta Approach to Early Childhood Development. These conversations will bring Albertans together to identify local solutions and supports that will fit the diversity of children and families in the province.

Description

The Aboriginal Engagement and Strategy (AES) division was formed in the department of Human Services in the fall of 2011 to enhance the capacity and cultural competency of the child intervention system to serve Aboriginal children and families. The division decided on the Community Conversation model to gather information as part of the process to meet this mandate. Community conversations bring together people with diverse perspectives to share their insights on a topic of common importance. Between December 2011 and May 2013, the Division met with over 1,300 people throughout the province. This report summarizes the information that was gathered by AES through these conversations.

From June 19 to October 31, 2013, the Together We Raise Tomorrow unified engagement took place on the Children’s Charter, Poverty Reduction Strategy and Early Childhood Development. Over 6,400 Albertans provided feedback through 302 community conversations, survey’s and on-line participation. In May 2014, the draft Children’s Charter was posted to childcharter.alberta.ca for Albertans to comment. In addition, discussions with members from the following Aboriginal partners took place across the province. Upon conclusion of the engagement, the notes from all conversations were reviewed and grouped into common themes: importance of language and identity, role of families and communities, acknowledgement of residential school experience; respect for the land and indigenous worldviews; educational inequities and issues of access.

The Provincial FASD Service Network Program is made up of 12 Networks across the province, each providing a single point of entry for individuals and caregivers seeking assistance. The Networks are responsible for delivering FASD services across the lifespan in three areas: Awareness and Prevention, Assessment and Diagnosis, and Supports for Individuals and Caregivers. The Networks were established to help coordinate access to FASD supports across the lifespan, to enhance existing FASD services, and to build new ones where none exist. Networks are community-based and community-led and are the primary vehicle through which programs and services related to FASD are provided.

This plan is based on the goal of ending homelessness in Alberta by 2019. It recognizes and supports community-led action on homelessness, and aims to coordinate province-wide efforts. The plan sets out a series of actions aimed at shifting the work of homeless-serving agencies, communities and governments away from simply managing homelessness, and towards ending homelessness through a housing first philosophy.
