It details Alberta's objections to the draft regulations based on a number of grounds. The technical submission does not alter Alberta's position that the proposed emissions cap is unconstitutional. As set out in Section 92A of the Constitution Act, 1867, Alberta has exclusive jurisdiction to manage the rate of non-renewable natural resources production and operational aspects of their development in the province.

Carbon dioxide (CO2) is emitted as a by-product in many industrial production processes and as a result of fuel combustion. This CO2 may be captured for other uses or released directly to the atmosphere. Capturing CO2 emissions and transferring them to a geologic storage zone(s) suitable for permanent sequestration results in a permanent reduction in CO2 emissions. This protocol is for quantifying the net geological sequestration of carbon dioxide that meets the requirements set out in section 19(2) of the Technology, Innovation and Emissions Reduction Regulation (TIER).

The South Saskatchewan Regional Plan came into effect in September 2014, and was the second regional plan established under Alberta's Land Use Framework. The progress reports offer information regarding the work accomplished or the barriers encountered in implementing the the South Saskatchewan Regional Plan and highlight the status of all the strategic commitments made in the plan. The reports meet the legislative requirements described in the Alberta Land Stewardship Act and the regulatory requirements embedded in the plan. They also fulfill a public commitment to regularly monitor and answer the question "was progress made toward achieving desired regional objectives expressed within the approved regional plans?"
