Description

The intent of this Fire Management Plan is to recommend fire management strategies to mitigate wildfire threat to landscape and species values, as well as communities; minimize threats to forest health (e.g. mountain pine beetle infestation); and allow natural fire regimes to re-establish across the landscape, while prioritizing ecological integrity. In order to meet the intent, a variety of fire management strategies will be employed. The strategies include zoning the Willmore for wildfire management between a natural fire zone where natural fires may be permitted to burn and a managed fire zone where fires will generally continue to be suppressed. Currently the entire Willmore Willmore Wilderness Park Fire Management Plan – November 2006 Wilderness Park is a managed fire zone with full suppression. Enabling a natural fire zone as soon as possible reduces the potential to impact natural fire cycles.

The plan outlines the type and extent of outdoor recreation and tourism opportunities, facilities and services including the delivery of heritage appreciation programs that assist Albertans and visitors to understand and appreciate our natural heritage while ensuring its ongoing preservation. The plan was prepared with extensive public input and will be reviewed and revised periodically. The Minister responsible for parks and protected areas has authorized the implementation of the management plan and retains the authority to amend or interpret its provisions.

Trapping is a traditional activity that reflects cultural and aboriginal lifestyles, which Alberta Community Development (CD) wishes to support. A number of Registered Fur Management Areas (RFMA) were included within parks and protected areas designated or expanded between 1995 and 2001. Commitments to trappers in these areas will be honoured. In addition to the Wildlife Act and its regulations, the Provincial Parks Act and its regulations and the Wilderness Areas, Ecological Reserves and Natural Areas Act, fur trapping in Alberta's Parks and Protected Areas will also be managed pursuant to this policy. The intent of this policy is to ensure an appropriate balance is maintained between fur trapping and the public's desire for opportunities to view wildlife in a natural and safe setting and to make trapping operations as similar as possible between parks and protected areas and general Crown land. The management plan provides a series of action statements to guide decision makers toward the common vision of stakeholders who live, work and recreate along the Clearwater River Corridor. The management plan is effective because it has been formed through a collaborative decision making process where the needs and interests of stakeholders defined the final product. Through this process each stakeholder retained something of value, and conflicts between user groups have been identified and resolved to the satisfaction of all members of the Committee. The process although time consuming, reduces potential future conflicts among groups and lends greater support for management plan implementation. The management plan is neither legislative nor regulatory but is intended to inform government and industry decision makers. The direction and specific actions set out in the management plan are compelling because of the broad base of support they received from all participants in the process.
