The inscription of Writing-on-Stone / Áísínai’pi on the World Heritage List in 2019 was the culmination of a fifteen-year long nomination process. The nomination recognized the international significance of this Blackfoot cultural landscape, but the process also exposed tensions between local, global, and Indigenous values. Consultation with Blackfoot and local settler communities during the National Historic Site of Canada commemoration that preceded the World Heritage site nomination indicated broad support for inscription of Writing-on-Stone / Áísínai’pi. However, engagement with local settler communities during the World Heritage site nomination process led to multiple iterations of the submission, as the nomination team attempted to balance the original Blackfoot vision of a cultural landscape that extended beyond Writing-on-Stone / Áísínai’pi against local community concerns with the nominated property boundaries and buffer zone. Anthropomorphic Napi effigies are petroforms (boulder outlines) of a static, frontal, male figure with a simple head, rectangular body, upraised arms, heart-line (lifeline), simple-extension legs with out-turned feet and male genitalia. These petroforms have been called ‘Napi’ effigies owing to evidence linking them to the Siksikaitsitapi (Blackfoot) entity. This paper presents a larger sample of distinct anthropomorphic effigies (n=22) to further assess their style and distribution. A stronger case is made for linking the distinct anthropomorphic effigies to the Siksikaitsitapi (Blackfoot).

This paper addresses the question of the positions of various Plains Indian tribes across the southern Alberta landscape at about the time of first European influence and, later, actual European contact. The primary data sources consulted are the published historic and ethnographic accounts of the four tribes given serious consideration: the Blackfoot, the Kutenai, the Gros Ventre and the Snake or Shoshoni.
