Description

Critical habitat is identified for species listed as Endangered or Threatened under the federal Species at Risk Act (SARA) and where federal critical habitat protection orders are in effect. Fisheries and Oceans Canada (DFO) is the responsible authority for the protection, recovery and conservation of all listed aquatic species at risk in Canada. Critical habitat is defined as the habitat that is necessary for the survival or recovery of a listed wildlife species and that is identified as such in the recovery strategy or action plan for the species (https://www.canada.ca/en/environment-climate-change/services/species-risk-public-registry.html). SARA makes it illegal to destroy any part of the critical habitat of a listed species and may impose restrictions on development and construction. Environmental assessment registry documents pertaining to the proposed St. Mary River Irrigation District Chin Reservoir Expansion project. Chin Reservoir is an off-stream storage reservoir that is located roughly in the middle of St. Mary River Irrigation District (SMRID) irrigation network, approximately 30 kilometers (km) east of Lethbridge and 15 km south of Taber. The Chin Reservoir Expansion Project (the Project) involves the construction of a new dam which would result in a larger reservoir. The new dam would be approximately 40 meters (m) in height and is expected to inundate (flood) approximately 650 hectares (ha) of privately held land within Chin Coulee. Description

Cyanobacteria (also referred to as blue-green algae) are common photosynthetic bacteria that live in surface waters. Under favorable conditions, such as warm water and high nutrient content, these bacteria can form nuisance “blooms”. The presence of blooms in recreational water causes unpleasant aesthetics and exposure to some toxin-producing blooms may pose potential health risks. Contact with blooms can cause skin rashes and irritation, itchy eyes, and ear infections. Inhaling water may cause allergic-like reactions, runny noses or sore throats. Ingestion of toxins can cause a range of symptoms (e.g., hepatotoxic or neurotoxic effects, and even death). There has been increased public awareness as a result of research over the past 20 years, recent monitoring efforts, and increased public education on the topic. This document focuses on Tier 1 soil and groundwater remediation guidelines, the process used to develop them, and the manner in which they should be applied. Alberta's framework for the management of contaminated sites is designed to achieve three policy outcomes: pollution prevention, health protection, and productive use. Under this framework, three management options are provided: Tier 1, Tier 2, and Exposure Control. Tier 1 remediation guidelines are generic; that is, they are developed to protect sites at the more sensitive end of the range and can therefore be used at most sites without modification.

Alberta's framework for the management of contaminated sites is designed to achieve three policy outcomes: pollution prevention, health protection, and productive use. Under this framework, three management options are provided: Tier 1, Tier 2, and Exposure Control. Under Tier 2 it may be possible to screen out certain exposure pathways and/or modify the Tier 1 guidelines on the basis of site conditions. This companion document describes how the Tier 2 approach might be used to develop remediation objectives for a site.
