The Government of Alberta includes Shelter Accommodation Expectations (SAE) as part of all grant funding agreements with year-round adult and family emergency shelter operators. The Shelter Accommodation Expectations include guidelines relating to safety and security, maintaining the shelter’s physical environment, guest rights and responsibilities, professional conduct, employment expectations, and various aspects of service delivery.

The plan sets out a series of actions aimed at shifting the work of homeless-serving agencies, communities and governments away from simply managing homelessness, and towards ending homelessness through a housing first philosophy.
