On October 23, 2019, pursuant to the Memorandum of Understanding between the Government of the Yukon, the Government of Alberta and the Royal Canadian Mounted Police (RCMP), the Alberta Serious Incident Response Team (ASIRT) was directed to investigate the circumstances surrounding the death of a man, hereinafter referred to as the affected person (AP).

On July 10, pursuant to the memorandum of understanding between the Government of Alberta and the Yukon, the Alberta Serious Incident Response Team (ASIRT) was directed to investigate the circumstances surrounding the arrest of a 33-year-old man by members of the Whitehorse RCMP that occurred during the morning of July 6. The arrest followed an incident that began on 2nd Avenue in Whitehorse and ended in Rotary Park.

A short video was taken that reflects, in part, the contact between the officer and the male person. The video was subsequently posted on Facebook.
