Description

As part of the Industrial Heartland Designated Industrial Zone (IH-DIZ) Framework implementation, a commitment was made to evaluate performance of the IH-DIZ after 2 years to immediately capture any learnings and adjustments, and then again on a 5-year cycle. This report outlines the results of this 2-year review, as well as to establish the metrics that will be used to evaluate future performance.

The forest management planning area under consideration is FMA 9900037. The FMP covers Forest Management Unit G15 located in west central Alberta within the Upper Peace Land-Use Framework planning region; it falls within the Subalpine, Upper Foothills, Lower Foothills and Central Mixedwood and Dry Mixedwood Natural Subregions.

This document outlines the requirements for validation, verification and audit under the Technology Innovation and Emissions Reduction (TIER) Regulation. TIER is Alberta's industrial greenhouse gas emissions pricing regulation and emissions trading system. Facilities regulated under TIER must reduce emissions to meet facility benchmarks. All facilities are required to submit verified annual compliance reports yearly. Compliance reporting and benchmark applications require third party assurance.

Forest management plans (FMPs) detail when, where and how timber on Alberta Crown land will be managed in order to balance social, economic and environmental needs based on input from Indigenous peoples, the public and interest groups. The Lesser Slave Lake Regional 2021 FMP is a joint FMP that applies to Tolko Industries Ltd., Vanderwell Contractors (1971) Ltd., West Fraser Mills Ltd., and Millar Western Forest Products Ltd. (formerly West Fraser Mills Ltd. FMU S20). The area covered by the FMP consists of Crown Forest Management Unit (FMU) S16 and the FMA and non-FMA portions of FMUs S17, S19, S20, S21 and S24, collectively known as the Defined Forest Area (DFA). The DFA is located in north central Alberta near High Prairie and Slave Lake and falls within the Upper Foothills, Lower Foothills, Central Mixedwood and Dry Mixedwood Natural Subregions.

This addendum outlines Forest Management Plan-specific ground rules which apply to Forest Management Unit S10. These rules are in addition to the Alberta Timber Harvest Planning and Operating Ground Rules. Where a rule in the Addendum and a rule in the Provincial OGR relate to the same subject matter or objective, the rule in the Addendum governs. FMP-specific addendums are supplemental to the OGRs and will be negotiated with the applicable FMA holder where additional ground rules are needed to address specific strategies in an FMP or unique physical or non-physical landscape attributes.
