A Pre-Disturbance Assessment and Conservation & Reclamation Plan (PDA/C&R Plan) is required under an Environmental Protection and Enhancement Act approval for an enhanced recovery in-situ oil sands and heavy oil processing plant and oil production site. The plan serves to standardize the collection and reporting of pre-disturbance assessment data as well as the conservation & reclamation plans supported by the data. The goals of this document are to: assist approval holders in standardizing procedures, planning, and reporting for PDA/C&R plans; provide specific guidelines for data collection, reporting and conservation and reclamation planning to approval holders; support preparation and submission of consistent PDA/C&R Plans; and facilitate Alberta Environment's review of PDA/C&R Plans.

Description

This document provides information and guidance on each of the three compliance options for drilling waste disposal areas to assist well licencees and reclamation practitioners in meeting requirements for the Upstream Oil and Gas Reclamation and Remediation Program, which came into effect on October 1, 2003. Under the Program, oil and gas operators are required to submit drilling waste disposal information for drilling waste that was disposed of on a wellsite or at a remote sump or land treatment site to indicate compliance with Alberta Environment standards.

Description

Stakeholders and regulators have become increasingly concerned about the cumulative impact of existing and future in situ oil sands operations on ecosystem health and reclamation success in the Lakeland Industrial and Community Association region. To respond to these concerns, Alberta Environment commissioned a pilot project to develop a terrestrial footprint monitoring protocol for the region. The In situ Footprint Monitoring Project was completed by the ALCES Group in association with InfoJim Inc. The intent of the project was to establish a foundation for ongoing monitoring of the in situ development footprint that would ultimately assist stakeholders and regulators in responsible land management and sustainable development.

First, the protocol quantifies greenhouse gas reductions achieved by feed substituting practices that decrease emissions. Second, the protocol quantifies reductions associated with pig husbandry practices that increase efficiency by generating less manure per unit of pigs raised.

This set of fact sheets, collectively known as the Environmental Tools Guide, has been developed as a resource for policy makers to encourage a greater understanding of the range of tools available to both government and stakeholders. The tools are organized into five broad categories: voluntary stewardship/corporate environmental responsibility; information disclosure; cooperative agreements; market-based and fiscal tools; and regulations.
