Description

In 2012, Canada and Alberta launched a Joint Oil Sands Monitoring (JOSM) to improve, consolidate and integrate existing disparate monitoring arrangements into a single, transparent government-led approach with a strong scientific base. A Joint Canada-Alberta Implementation Plan for Oil Sands Monitoring was developed, describing a phased and adaptive approach to monitoring in the oil sands region to be undertaken over three years (2012-2015). Included in the Plan was a call for an external expert peer review plan after Year Three. This report presents the findings of the expert review panel.

Description

A conservation offset is a tool that enables industry to offset adverse effects of their activities and development by supporting conservation efforts on other lands. In 2009 the Government of Alberta commissioned a study to conduct an analysis of conservation offset options for Alberta. The objective of the study was to evaluate a suite of design options in terms of their ecological and economic impacts and their institutional feasibility. The purpose of the analysis is to provide a deeper understanding of the impact of different offset design options on policy goals, and demonstrate through a proof of concept how different policy options could work in a scaled-up regulated offset market.

The Government of Alberta has accepted all nine recommendations of the Oil Sands Consultation Group.
