The letter urges the federal minister to abandon the orders-in-council or, failing that, to extend the amnesty period by another two years.

This letter extends the current agreement to June 30, 2023, giving the federal government an additional three months to make alternate arrangements for CBSA detainees in provincial facilities.

The proposal includes the use of steam assisted gravity drainage (SAGD) technology for extraction of bitumen, a bitumen processing facility with a capacity of 50,000 barrels per day (7,949 m3/d) and a production life of approximately 20 years. The location is approximately 75 kilometres northeast of Lac La Biche, Alberta in Lac La Biche County. The EIA was deemed complete in 2015.
