Description

In 2011, the Environmental Law Centre and the Miistakis Institute, at the request of the Government of Alberta's Land Use Secretariat, undertook an applied research project seeking to better understand the limitations of the current policy on conservation easements in order to inform a more robust policy. Conservation easements are legal contracts between a qualified private land conservation organization (or government agency) and a private landowner, whereby certain rights or opportunities are granted away by the landowner in order to protect the identified conservation values. The resulting land use restrictions are registered on title and run with the land regardless of the owner.

A conservation offset is a tool that enables industry to offset adverse effects of their activities and development by supporting conservation efforts on other lands. In 2009 the Government of Alberta commissioned a study to conduct an analysis of conservation offset options for Alberta. The objective of the study was to evaluate a suite of design options in terms of their ecological and economic impacts and their institutional feasibility. The purpose of the analysis is to provide a deeper understanding of the impact of different offset design options on policy goals, and demonstrate through a proof of concept how different policy options could work in a scaled-up regulated offset market.

A conservation offset is a tool that enables industry to offset adverse effects of their activities and development by supporting conservation efforts on other lands. In 2009 the Government of Alberta commissioned a study to conduct an analysis of conservation offset options for Alberta. The objective of the study was to evaluate a suite of design options in terms of their ecological and economic impacts and their institutional feasibility. The purpose of the analysis is to provide a deeper understanding of the impact of different offset design options on policy goals, and demonstrate through a proof of concept how different policy options could work in a scaled-up regulated offset market. This report summarizes research on offset policy options carried out under the project.

In spring 2010, the Lower Athabasca Regional Advisory Council provided its advice to government on the development of the Lower Athabasca Regional Plan. This workbook was developed to get feedback from stakeholders, including residents, businesses, communities and other governments, on the key aspects of the council's advice. The workbook focuses on the four key areas for which the Alberta government sought the council's advice. Each section of the workbook gives an overview of the advice requested from the council, highlights some of its learnings and summarizes its recommendations to government.

The Land-use Framework is a cross-ministerial initiative which will set forth an approach to manage Alberta's public and private lands and resources thereby guiding the government in achieving Alberta's long-term social, economic and environmental goals. To aid in the development of the framework, a workbook instrument was distributed to provide all Albertans with the opportunity to provide their views and perceptions on land-use management in Alberta. This summary report encapsulates the findings derived from the Workbook submissions.
