This submission outlines Alberta's concerns regarding the proposed federal methane regulation amendments for the upstream oil and gas sector. In it, Alberta identifies significant flaws in the proposed regulations, modelling and impact assessment, as well as the absence of necessary federal financial support to achieve meaningful reductions. The technical submission does not alter Alberta's position that the proposed emissions cap is unconstitutional. As set out in Section 92A of the Constitution Act, 1867, Alberta has exclusive jurisdiction to manage the rate of non-renewable natural resources production and operational aspects of their development in the province.

The technical submission does not alter Alberta's position that the proposed emissions cap is unconstitutional. Presents the recommendations from the Oil Sands Advisory Group (OSAG) to the Government of Alberta on innovation as it pertains to greenhouse gas (GHG) emissions reductions in the oil sands sector. The recommendations are the second integrated component of the overall set of actions that will be required to effectively implement the Alberta Climate Leadership Plan (ACLP) and achieve the objectives in the plan. OSAG, composed of members from industry, environmental organizations and Indigenous and non-Indigenous communities, was established in July 2016 to advise government on the oil sands aspects of the Climate Leadership Plan and to ensure that the Plan’s initiatives are effective and widely supported.

In 2012, Canada and Alberta launched a Joint Oil Sands Monitoring (JOSM) to improve, consolidate and integrate existing disparate monitoring arrangements into a single, transparent government-led approach with a strong scientific base. A Joint Canada-Alberta Implementation Plan for Oil Sands Monitoring was developed, describing a phased and adaptive approach to monitoring in the oil sands region to be undertaken over three years (2012-2015). Included in the Plan was a call for an external expert peer review plan after Year Three. This report presents the findings of the expert review panel.

Following the floods of June 2013, the Government of Alberta (GoA) set up the Southern Alberta Flood Recovery Task Force (SAFRTF). In October 2013, AMEC Environment and Infrastructure, a Division of AMEC Americas Limited (AMEC), was contracted to provide a flood mitigation feasibility study for the Bow River, Elbow River, and Oldman River basins. This study was undertaken under contract to the SAFRTF (CON0015233) and in accordance with the agreed AMEC proposal document submitted to the SAFRTF on 16th September 2013.
