Description

These guidelines serve to standardize the collection and reporting on an annual basis of soil handling, disturbance area, land reclamation accounting, and monitoring as defined in the Environmental Protection and Enhancement Act approval for commercial in-situ oil sands operations. The purpose of the guide is to clearly define the reporting requirements and simplify the review process. It provides a checklist for annual conservation and reclamation report content and submission requirements. This guide replaces the Guide to the Preparation of Applications and Reports for Coal & Oil Sands Operations, Alberta Environment, 1991.

A Pre-Disturbance Assessment and Conservation & Reclamation Plan (PDA/C&R Plan) is required under an Environmental Protection and Enhancement Act approval for an enhanced recovery in-situ oil sands and heavy oil processing plant and oil production site. The plan serves to standardize the collection and reporting of pre-disturbance assessment data as well as the conservation & reclamation plans supported by the data. The goals of this document are to: assist approval holders in standardizing procedures, planning, and reporting for PDA/C&R plans; provide specific guidelines for data collection, reporting and conservation and reclamation planning to approval holders; support preparation and submission of consistent PDA/C&R Plans; and facilitate Alberta Environment's review of PDA/C&R Plans.

These guidelines are a general reference for wastewater management at new and existing coal mining operations. Alberta Environmental Protection's expectations for the collection, treatment and disposal of mine wastewaters are described. Relevant sections of the Environmental Protection and Enhancement Act (EPEA) that must be followed by coal mine operators are outlined. These guidelines describe the types of mine wastewaters generated and how they should be managed. Included are guidelines pertaining to settling pond design requirements, the use of wastewater treatment chemicals, and general comments on areas of wastewater management that require particular attention. Typical EPEA approval requirements for mine wastewater release limits, monitoring, and reporting are discussed. This document is intended for general reference only.

Description

The guidelines presented herein were developed by Alberta Environment and reviewed jointly by Alberta Environment and The Coal Association of Canada. They apply to all new coal mines that become operational after January 1, 1977 whether the operation entails a completely new mine site, an additional mine, or a major coal process­ing plant expansion on an existing mine site. Permits to construct or licences to operate under The Clean Water Act will be issued provided that the provisions of these guidelines have been considered and adequate waste water management provided to comply with the standards. The extent of compliance required of existing coal mines will be determined on an individual basis depending on circumstances and will be specified in relevant licences or permits.
