Description

This document outlines the amendment process for renewable energy project applications. Proponents of wind and solar projects greater than one megawatt must obtain a Renewable Referral Report from Alberta Environment and Parks to complete their submission. After the completion of the Referral Report, but before commissioning of a project, changes may be made that have the potential to affect the project's wildlife risk ranking. In situations where the changes are significant to wildlife or wildlife habitat, amendments are used, to ensure appropriate mitigation strategies are implemented by the proponent for wildlife.

Proponents are required to adopt the 2017 policy into their planning and application processes however a grace period has been identified to account for projects initiated prior the release of the 2017 policy.

Wind energy projects must be appropriately sited and well planned to avoid or minimize bat mortalities. The sites chosen for wind power developments due to favourable local meteorological conditions also appear to coincide with bat migration corridors, with turbine heights and numbers playing a significant role in bat fatalities. High rates of bat mortalities are concerning as bats are relative long-lived with low reproductive output rates, and the majority of bats killed by turbines tend to be reproductive adults.

It is designed to guide Fish and Wildlife Division staff in their advisory role to wind energy developers seeking consultation, in responding to stakeholder inquiries related to regulatory applications, and to help standardize their responses to wind energy applications submitted to the Alberta Energy Utilities Board. The document will also serve as a resource for the wind energy industry, their wildlife consultants, and the general public.
