Description

The offering of physician compensation models that are complementary to the traditional fee-for-service model , such as the approach used in Clinical Alternative Relationship Plans (ARPs), is intended to help to achieve a sustainable, integrated, and flexible health care system. Clinical ARPs have been established to enhance physician recruitment and retention, team-based approaches to service delivery, access to services, patient satisfaction, and value for money. This document is intended to be a companion to the Ministerial Orders (MOs) that make up the Clinical ARP framework. It will explain and clarify the concepts of Clinical ARPs under the framework into plainer language, and it will explain the rationale for or elaborate on clauses in the MOs. In addition, this document will help you through the process of establishing a Clinical ARP, and provide guidance for you while operating within a Clinical ARP framework.

In 1998, Alberta Health and Wellness and the Alberta Medical Association agreed to establish a new Alberta Relative Value Guide Commission. The Commission’s objective was to address longstanding concerns about fairness and equity in the fee schedule for Alberta physicians and to establish a new Relative Value Guide for Alberta. This report presents the findings of the Commission. In addition to developing a new Relative Value Guide (RVG 2000) and making code-specific recommendations for change, the Commission also developed a comprehensive set of recommendations for implementing the new RVG 2000 and ensuring that the RVG can be maintained and updated on an ongoing basis.
