Description

The report is organized into two parts. Part one contains brief technical summaries of methods used to establish instream flow needs determinations in the South Saskatchewan river basin that provide for full protection of the aquatic environment. The purpose of summarizing these techniques within the following document is to provide a basis for the methodology used to evaluate impacts from alternative flow management scenarios. The second part of this document then explains the impact ratings methodology and demonstrates its application using example flow management scenarios applied to seven reaches of the Red Deer River.

From late October 2005 to mid-January 2006, Alberta Environment invited comment from the public and known stakeholders on the South Saskatchewan River Basin draft water management plan. Public meetings were held in Medicine Hat, Bindloss, Brooks, Calgary, Drumheller, Red Deer and Lethbridge. The plan was also made available via mail and on the Department’s web site. This document presents the results of the public consultation.

Description

Phase 2 of the South Saskatchewan River Basin Water Management Plan will recommend water conservation objectives for the major mainstem reaches of the Red Deer, Bow, Oldman, Waterton, Belly, St. Mary and South Saskatchewan rivers. Because of the complexity and significant consequences that establishing water conservation objectives are expected to have, it was decided to divide modelling of Phase 2 into two parts. Part 1, the subject of this report, is an exploratory and educational exercise that gathers information on the current and "committed to" state of the basin, and the potential consequences of a number of hypothetical water management scenarios. The report documents results obtained from eight scenario simulations using Alberta Environment's Water Resources Management Model.

The sharing of waters of the South Saskatchewan River Basin is governed by two interprovincial and international treaties. A number of rules and guidelines and a large number of monitoring sites to are used to facilitate the computation of natural flows and to ensure that water-sharing agreements are being adhered to. This study examines the recorded and naturalized flows of the St. Mary River, Oldman River, Bow River, Red Deer River, and the South Saskatchewan River to evaluate the relative contribution of the various sub-basins to Apportionment.

This report outlines the first phase of the plan which will establish a system for water allocation transfers, and recommends that no further applications for allocations in the St. Mary, Belly and Waterton Rivers be accepted.

The major water use categories quantified are municipal, industrial, stockwatering, other agricultural (non-irrigation) and water management. (Water management uses include licensed projects involving lake stabilization, remediation and flood control.) The study was commissioned as part of the South Saskatchewan River Basin water management review.
