This manual outlines the Department of Transportation’s expectations for the provision of engineering services for the design and tendering of all provincial highway, bridge, and water management projects where a consultant is hired directly by the Department. The manual also serves to ensure uniformity and consistency in the provisions of these services to the Department, and to outline specific responsibilities and authorities of the consultant when providing these services.

Description

Environmental Impact Assessment and associated applications pertaining to the proposed Canadian Natural Resources Limited Pike 2 project (formerly Devon Canada Corporation). Canadian Natural is proposing a new in situ oil sands project in the Southern Athabasca Oil Sands region. To recover bitumen resources from the McMurray formation, steam assisted gravity drainage (SAGD) technology and diluent co-injection and cogeneration would be employed. The Project would include a central processing facility (CPF), well pads, source water and disposal well sites, pipelines, roads and power lines. The Project is expected to produce up to 70,000 barrels per day (bpd) of bitumen. For more information on the environmental assessment process visit ea.alberta.ca.

The report summarizes observed climatic changes across Canada and Alberta. It briefly discusses the causes of climate change and the methodology for the detection and causal attribution of long-term trends and changes in the frequency or intensity of extreme events. The report summarizes observed and projected changes for more than 30 climate indicators, from the temperature of the coldest day of the year to average precipitation during the growing season. Future simulations are generated using a set of global climate models from the Coupled Model Intercomparison Project version 5 (CMIP5), under higher (RCP8.5) and lower (RCP4.5) emissions scenarios, statistically downscaled to a high-resolution grid covering the entire province, and to 21 weather stations in Alberta. Local changes in the climate indicators are scaled to global mean temperature increases of +1, +1.5, and +2, +3 and +4OC.

This soil survey report for the Municipal District of Cardston begins with a general description of the survey area. Part 2 contains the descriptions of the principal soils and their respective soil map units. In Part 3, the rationale and actual ratings of the map units for dryland agricuhure, grazing productivity and irrigation capability are explained and displayed. Part 4 describes the areal extent of erosion and salinity within the M.D. and and discusses the impacts of erosion, factors influencing soil degradation and possible management techniques. Appendices include: a brief explanatory section on soil formation and classification for the uninitiated user; analytical procedures employed for determining the physical and chemical properties of the soil series; the areas of the individual soil map units; a glossary of terms used in the report and a key to the soil series used on the soil maps.

A brief treatment of the geology, history, climate, and vegetation of the area is presented as background information to a general understanding of the landscape. The complete report consists of the written text and the soil map. Soil units are identified on the map, described briefly in the legend, and treated at greater length in the text. The map units are discussed in terms of the landscapes and environments where they occur within the framework of an ecological land classification. Discussion on use and management of the soils is included. The soil units are rated for various uses including forestry, wildlife, agriculture, recreation, and selected engineering uses.

Soil characteristics are related to their use and management. Each soil series mapped is discussed in turn, giving its characteristics, distribution, and land use considerations. The appendix includes contributions from individuals in other disciplines who have conducted studies in this area. A soil and topography map, as well as a soil rating map, form an integral part of this report.
