Environmental Impact Assessment and associated applications pertaining to the proposed Glacier Power Ltd. Dunvegan Hydroelectric Project. The proposal is for construction of a run-of-river hyro plant including headworks (powerhouse and weir), headpond and power line with a maximum gererating capacity of 100 MW, located 2 km upstream of the Dunvegan highway bridge, near Fairview, Alberta. Electricity customers in Alberta are increasingly looking for more choices with respect to the source of their electricity. Advancements in small generation technologies are providing customers with feasible options for generating their own environmentally friendly electricity. These options include generation of electricity from solar photovoltaics, small scale hydro and wind, biomass, biogas, and fuel cells. There is currently no policy or regulation specific to microgeneration in Alberta. A robust microgeneration policy is designed to support customer choice. It will provide guidance for the development of an efficient and sustainable microgeneration market for Alberta. This paper contains foundation principles, recommendations and supporting rationale for a sustainable microgeneration policy. Stakeholders will be asked to the provide comments on this paper prior to the finalization of microgeneration policy.
