This report was prepared to fulfill reporting requirements mandated by the Lower Athabasca Region Surface Water Quality Management Framework for the Lower Athabasca River, which supports the Lower Athabasca Regional Plan. Each annual report communicates the status of surface water quality at the Athabasca River at Old Fort monitoring site for the calendar year indicated.

Alberta Environment and Parks recognizes that access to water from the North Saskatchewan River for expanding industrial development in the Industrial Heartland Designated Industrial Zone is necessary to supply projected demand for water given the insufficient volumes that can be drawn from alternative sources.

This resource includes a summary, highlights and background information of a study undertaken to provide information on long-term planning and opportunity for handling water within the Designated Industrial Zone in Alberta's Industrial Heartland, with the aim of developing a regionalized hybrid water supply and distribution model to optimize the use of new and existing water supply infrastructure within the area. The study, prepared by Stantec Consulting under contract to Alberta Environment and Parks, also considered options for wastewater management and explored management approaches through the use of a jurisdictional review. The full Stantec report is included as an attachment to the publication.

Alberta's 13 irrigation districts contain more than 55 reservoirs and approximately 8,000 km of conveyance works, including canals and pipelines. Good quality irrigation water is needed for all uses of the water: agricultural production, municipal water supply, wildlife habitat, and numerous recreational activities such as fishing, camping, and golfing. A five-year study (2011 to 2015) was conducted to assess the quality of irrigation water in these districts. This report summarizes activities and findings of the 2014 sampling season.

The purpose of this framework is to outline the approach Alberta will use to plan, coordinate, assess and implement flood mitigation projects on a watershed basis. The approach will reduce the risk of future flood events causing negative impacts on communities, the economy, and the environment. The approach will consider balancing water supply with water needs given the potential risk of drought. The approved mitigation projects will likely vary for each of the watersheds. Public and stakeholder consultation and cost/benefit analyses will be important components of projects that are brought forward.
