Description

Government requires grazing disposition holders to employ appropriate range management principles and practices to ensure a healthy, functional rangeland ecosystem is maintained on public lands for present and future generations. To this end, a stewardship assessment is required for each grazing disposition, with stewardship defined as the degree to which the grazing disposition holder is aware of and understands the four principles of range management and applies them to the stewardship of their grazing disposition.

The manual is in accordance with the Lands Division and Forestry Division Policy Directive on Integration of Grazing & Timber Activities. It discusses the objectives related to integration of grazing and timber operations, the role of Regional Grazing-Timber Integration Advisory Committees, regional grazing plans, the grazing disposition application process, standards for integration of grazing and timber operations, and the dispute resolution process.

A team of government agrologists, foresters and biologists, with the cooperation and support of the grazing and timber industries in the area, have developed a regional grazing plan for the Whitecourt-Edson area of west central Alberta. The boundary of the planning area was determined by the planning team and endorsed by the timber and grazing industries through the Regional Grazing Timber Advisory Committee. The plan boundary recognizes the existing demand for new grazing opportunities and the potential for future demand, and it includes all public land contained within the planning area.

Sustained timber yield cutblocks can be productive rangeland for both livestock and wildlife, however, careful management of these areas is requirement to ensure that both goals of successful forest regeneration and maintenance of forage for livestock are achieved. After two years of meetings with the beef and timber industries, SRD released the Grazing and Timber Integration Manual. The purpose of the manual is to improve communication between overlapping grazing and timber disposition holders, thereby reducing conflict and facilitating integration. The manual requires overlapping disposition holders to discuss the potential impacts of their land management activities on each other's operations and develop operational planning agreements or Grazing Timber Agreements prior to any new integrated timber harvesting or grazing activities.

This project involved the use of ten GPS collars to monitor cattle grazing behaviour and habitat use across a diverse mosaic of forested and non-forested range plant community types including regenerating aspen forest. Cattle use of all native plant community types was secondary to tame forages, including aspen cutblocks. If there are other community types available that are preferred above regenerating deciduous communities cattle are unlikely to use cutblock areas until forage is depleted in the preferred community types, unless cutblocks are in close proximity to preferred communities and/or unless prompted to do so with livestock distribution tools.
