The purpose of this report is to identify the specific professional needs of foreign-prepared teachers in Alberta, to describe the essential elements of a pilot program created to address those needs, and to offer solutions for comprehensive support for foreign-prepared teachers as they seek to bridge the gap between their previous teaching experiences and those expected in the Canadian context. This report can serve as a resource for teacher preparation institutions and school boards throughout Alberta as they seek to create provisions in their jurisdictions for the certification and employment of foreign-prepared teachers.

The purpose of the project Learning a Language, Learning the Land was to pilot an educational process with immigrant newcomers that combined language learning and environmental literacy in an outdoor park setting. This report is an evaluation of the joint project between the primary partners - Alberta Tourism, Parks and Recreation (Parks Division, Learning and Stewardship Services – herein called Alberta Parks), Edmonton Mennonite Centre for New Comers (EMCN, English Language Program) and the City of Edmonton (Natural Areas Conservation – herein called Edmonton Parks). The project was initially funded by the Edmonton Community Adult Learning Association (ECALA) with additional funding provided by the Government of Alberta, City of Edmonton, Edmonton Centre for Newcomers, and Mountain Equipment Co-op. This document examines literature published between 2005 and 2009 related to English as a Second Language (ESL) for kindergarten to Grade 12 students, in five thematic areas: predictors of ESL student achievement; evidence regarding the effectiveness of various program delivery models; evidence and best practice suggestions for various instructional methods; various dimensions of school leadership practices for creating an optimal ESL environment; and best practice recommendations in diagnostics and assessment for ESL students. The document updates and supplements an earlier literature review included in the 2006 resource A Review of K-12 ESL Education in Alberta: Final Report.

Description

In October 2004 Howard Research & Management Consulting Inc. was contracted by Alberta Learning to study the factors that influence and predict academic success of English as a Second Language students, and to assist the ministry with decisions related to curriculum development, resource allocation, and support provision. As a result this study presents the state of affairs of K-12 ESL education in Alberta. A synthesis of findings has culminated in identification of factors and predictors of academic achievement of ESL students. A set of recommendations is offered as a starting point for the development of an action plan for kindergarten to Grade 12 English language learning in Alberta.
