Alberta child care accreditation promotes excellence in child care settings and helps families choose the best care for their children. The accreditation standards are based on current research and leading practices focusing on outcomes related to children, staff, families, and communities. Accreditation has been available to licensed day care centres and approved family day homes since 2004; and was expanded in 2009 to include licensed out-of-school care programs.

Certification is the process used by Alberta Human Services to review educational training and competencies to determine eligibility and issue certification towards one of the three levels of certification in accordance with the Alberta Child Care Licensing Regulation. Staff working in licensed child care programs have six months to be certified, but cannot be left alone to supervise children without certification.

In 2013, a 10-month-old infant in parental care passed away. The Office of the Chief Medical Examiner determined that the manner of death was accidental and the cause of death was drowning. The family was receiving services under assessment at the time of the death. Our thoughts are with this young child’s immediate and extended family and community.

The report makes two recommendations regarding case planning for placement and transitions, and ongoing assessment of capacity for caregivers. in this response, the ministry accepts the recommendations. Policy and practice requirements are clear and specific regarding the screening of potential caregivers and expectations for ongoing support, monitoring and review of placements.

Les normes de certification sont fondées sur les recherches et pratiques exemplaires actuelles qui mettent l’accent sur les résultats concernant les enfants, le personnel, les familles et les collectivités. La certification est offerte aux services de garde agréés et aux services de garde en milieu familial approuvés depuis 2004; elle a été élargie en 2009 pour inclure les programmes de garde parascolaires autorisés.

The Ministry of Human Services has carefully reviewed the fatality inquiry report into the April 25, 2009 death of 17-year-old MC, released on May 30, 2014. The inquiry found that the cause of death was a stab wound to the abdomen and the manner of death was homicide. MC was in provincial government care at the time of his death. The report included two recommendations for the ministry. The ministry accepts both recommendations.
