Description

The Village of Hussar Viability Plan was developed by a viability review team appointed to review the municipality's governance, finances, infrastructure and services to determine whether changes to the municipality are required for it to remain viable. This document contains the viability review team's findings and presents two possible options for the long-term viability of Hussar.

The purpose of the Hill Spring Viability Plan is to provide council, administration and the residents of Hill Spring an opportunity to discuss and debate the future of their village. This document outlines the village’s current finances, governance, services and infrastructure. It also highlights the village’s viability issues including limited non-residential assessment base, the declining population, increasing service costs, a high dependence on government grants, and the reliance on community volunteers to undertake tasks essential to operation of the village.

In January 2013, the Minister of Municipal Affairs initiated a dissolution study for the Village of Minburn, having received a petition from the electors of Village of Minburn to undertake such a study. A viability review team was established. Based on the information analyzed by the viability review team and the input collected from residents, it determined that the Village of Minburn is trending towards non-viability. The viability review team developed this viability plan with two options for village residents to consider and vote on.

Description

The Village of Minburn is a municipality located in the County of Minburn with a population of 105 residents. In recent years, the village has encountered challenges with a number of viability issues, including, but not limited to: fluctuations in the village's population, the lack of development and growth in the community, the loss of businesses in the village, pending cuts to grant funding for the operations of the village, ability to attract and retain qualified municipal staff, and the cost of replacing existing infrastructure. These issues, along with a sufficient petition from village electors requesting that Municipal Affairs conduct a dissolution study of the village, prompted the viability review for the Village of Minburn.
