Guidelines for educational institutions interested in becoming a designated institution offering foundational learning and skills development programs. Designation is a status assigned to an educational institution that allows eligible students to apply for financial support through the Foundational Learning Assistance program.

Description

This policy manual aims to provide policy guidance to Advanced Education staff, educational institutions, students and other stakeholders regarding the Foundational Learning Assistance program. The program provides full-time and part-time opportunities for low-income Albertans, who are unemployed or working less than 20 hours per week, to participate in programs of study that increase knowledge and develop skills to prepare them for further education, training, and/or sustainable employment. The Program replaces the Learner Income Support program and the Skills Investment Bursary program.

Through the Community Adult Learning Program, Advanced Education supports the delivery of adult learning opportunities, professional development for adult learning practitioners, and other initiatives that foster the advancement of community adult learning in Alberta. The purpose of these guidelines is to ensure that organizations receiving funding through the Program are familiar with its intent and understand the requirements and expectations of grant recipients. While it is understood that each community requires a unique approach to addressing adult learning needs, this document outlines the core expectations of Advanced Education.

Provides policy direction for post-secondary institutions and other adult learning providers that reflects and supports the Adult Learning System Vision and Principles. This includes policy direction on institutional roles, mandates, relationships with each other, with government, and to some extent with their communities. The framework differentiates the publicly-funded post-secondary system in Alberta into six sectors and assigns each of the 26 publicly-funded institutions to one of the sectors, providing descriptions of the programming, research and collaboration mandates of each sector.

The Campus Alberta Quality Council (CAQC) action plans have been developed in accordance with best-practices guidelines identified by the Public Agencies Governance Framework. The CAQC is an arms-length quality assurance agency established to advance the quality of the post-secondary system in Alberta, and is accountable to the Minister of Advanced Education. Its primary responsibility is to provide advice and recommendations to the Minister on applications from post-secondary institutions seeking to offer new degree programs in Alberta. The Council also has a responsibility to review and monitor degree programs to ensure that they meet its expectations of quality.

The purpose of the project Learning a Language, Learning the Land was to pilot an educational process with immigrant newcomers that combined language learning and environmental literacy in an outdoor park setting. This report is an evaluation of the joint project between the primary partners - Alberta Tourism, Parks and Recreation (Parks Division, Learning and Stewardship Services – herein called Alberta Parks), Edmonton Mennonite Centre for New Comers (EMCN, English Language Program) and the City of Edmonton (Natural Areas Conservation – herein called Edmonton Parks). The project was initially funded by the Edmonton Community Adult Learning Association (ECALA) with additional funding provided by the Government of Alberta, City of Edmonton, Edmonton Centre for Newcomers, and Mountain Equipment Co-op. Living Literacy provides a framework for action that coordinates the efforts of the Government of Alberta and its many partners to improve literacy levels for Albertans so that they can thrive and contribute to the next generation economy. The Framework is the result of research and consultation with adult literacy learners, parents, and representatives from early learning, Kindergarten to Grade 12 learning system, public post-secondary institutions, community organizations, libraries, employers and industry associations and Alberta government ministries.
