As part of the Government of Alberta’s commitment to be open and accountable to the public, all ministries are required to prepare and make public ministry business plans. The ministry business plan encompasses the department and all consolidated entities, and aligns with the strategic direction of the Government of Alberta. Each business plan includes a description of the ministry, desired outcomes, priority initiatives, and performance measures and indicators. Current and forecast budgeting information for the planning period is also included.

As announced in Budget 2019, the Job Creation Tax Cut and enhancements to Capital Cost Allowance rates are moving Alberta toward a low-rate, broad-based corporate tax system. If Bill 20: The Fiscal Measures and Taxation Act, 2019 is passed, the Alberta Investor Tax Credit, Community Economic Development Corporation Tax Credit, Capital Investment Tax Credit, Interactive Digital Media Tax Credit and the Scientific Research and Experimental Development Tax Credit (SR&ED) will be eliminated. Included in this year's strategic plan is the Report to the Government of Alberta on the Development, Renewal and Financing of the Government's plan for Spending on Capital Projects to 2019 by David Dodge (also known as the Dodge Report).
