This interim report had identified the presence of a variety of hydrocarbons in the Three Creeks area. At times, these hydrocarbons were detected in elevated concentrations. No Alberta Ambient Air Quality Objectives were exceeded for any of the samples that had the appropriate sampling intervals.

Coalbed gas (CBG) effectively consists of methane with minor amounts of ethane and propane, but no hydrogen sulphide (H2S). Recognition of CBG as an increasingly important energy resource has led to rapid expansion of exploration activity. Rapid development started in the 1980s in the western United States of America (USA), and has spread over the last six years to the Western Canadian Sedimentary Basin (WCSB). Increased production activities have brought increased awareness of environmental issues surrounding CBG development. In particular, reports of negative experiences associated with early CBG development in the USA have raised stakeholder concerns in Canada. Alberta CBG development has largely avoided the water resources issues experienced in the USA from CBG exploitation for two reasons. These requirements are supplementary to the Standard for Water-Well Testing for Coalbed Methane/Natural Gas in Coal Operations and as such contribute to the Standard’s commitment to continue protection of provincial groundwater resources and Albertans’ groundwater supplies through responsible coalbed methane development. The requirements provide consistent protocols for testing, sampling and analyzing groundwater from water wells that were pre-/post-tested as part of the Baseline Water Well Testing Program.

A multi-stakeholder advisory committee chaired by Alberta Energy was established in November 2003 to review the regulations that govern coalbed methane/natural gas in coal development to examine the balance between protecting the environment and responsible development. The guidelines in this document summarize the rules and processes to guide coalbed methane/natural gas in coal development where non-saline water is involved that were in place at the time the committee was formed.
