The program operates as part of the department's overall regulatory framework to protect and enhance the province's ecosystems and to ensure environmental, social and economic outcomes for the future are met. It conducts activities aimed at influencing the behaviour of regulated parties. Its principal functions are to promote voluntary compliance, detect and reverse non-compliance and, as appropriate, punish offenders and deter future non-compliance.
