The Alberta Government monitors compliance of forestry-related legislation, regulations and policy directives. Government is required to report all contraventions and non-compliance by disclosing the name of the person or company who has broken the law or specific conditions, the municipality in which the person resides or the company is located, a description of the contravention, and the amount of the penalty.

Description

Represents the Forest Management Agreement (FMA) signed between the Crown and West Fraser Mills Ltd. An FMA provides the company with rights to harvest and reforest trees on Crown land, and ensures activities are carried out in a sustainable manner. The Agreement duration is from May 1, 2008 to April 30, 2028. The original agreement commenced on June 8, 1951. The FMA was amended to enable the sale of the West Fraser pulp mill to Mondi Hinton Inc. on February 5, 2024. West Fraser still retains all the rights to the timber on the FMA area.

Description

This Stewardship Report provides an overview of Weyerhaeuser - Pembina Timberlands’ (Weyerhaeuser) five-year performance on commitments made in the 2016 Forest Management Plan (FMP). Stewardship reporting is a mandatory process summarizing and comparing planned and actual performance with the intent of achieving objectives and targets (VOITs) identified in the approved 2016 FMP, at a point mid-way through the life of the FMP. The report identifies areas where adjustments may be required for VOITs deemed to be outside of the acceptable variance allowed in the FMP. Preparation of the Stewardship Report is an FMA holder responsibility. Other timber disposition holders are responsible for preparing and providing input to the FMA holder as it relates to their activities within the Defined Forest Area (DFA).

The details of where, when and how trees on Crown land in Alberta are harvested and managed for sustainability are contained in forest management plans approved by the Government of Alberta, with input from the public and other stakeholders. Forest management plans prepared by industry are a requirement of Forest Management Agreements (FMA) negotiated between the Government of Alberta and forest companies. Forest management plans provide direction for sustainable management of forest resources. FMA 9100029 is allocated to Alberta-Pacific Forest Industries Inc. and consists of 11 forest management units (FMU) A16, L1, L2, L3, L8, L11, S11, S14, S18, S22, and S23. The FMA area is located in northeastern Alberta and falls predominantly within the Central Mixedwood, Upper and Lower Boreal Highlands, and Athabasca Plain natural sub-regions.

This addendum outlines Forest Management Plan-specific ground rules which apply to area outlined in Forest Management Agreement 8900026. These rules are in addition to the Alberta Timber Harvest Planning and Operating Ground Rules 2023. Where a rule in the Addendum and a rule in the Provincial OGR relate to the same subject matter or objective, the rule in the Addendum governs. FMP-specific addendums are supplemental to the OGRs and will be negotiated with the applicable FMA holder where additional ground rules are needed to address specific strategies in an FMP or unique physical or non-physical landscape attributes.

This information is intended to provide assistance and further clarification to timber disposition holders for certain topics in the Alberta Timber Harvest Planning and Operating Ground Rules (Provincial OGR) that need further detail to be better understood. With the desire to keep the OGR as simple as possible, supplemental guidance bulletins are created as necessary to fill in any explanatory gaps. The bulletins are not additional regulatory requirements but rather contain additional information to enable the adherence to existing policy.

In order to manage our forest resource effectively, we need to acquire a better understanding of stand dynamics, i.e. how trees grow and stands change over time. An accurate method of determining growth and yield is through the use of permanent sample plots (PSPs). The growth of a stand can be estimated directly by taking measurements of the same trees at periodic intervals. This information is vital in the establishment of a sustained yield program.
