Environmental Impact Assessment and associated applications pertaining to the proposed Cenovus TL ULC (formerly EnCana) Telephone Lake (formerly Borealis) In-Situ Project. The proposal is to use steam assisted gravity drainage (SAGD) and Cenovus’s patented Wedge Well™ Technology for an expected oil production capacity of 90,000 barrels per day (bbl/d). The location is approximately 90 km northeast of Fort McMurray in the Regional Municipality of Wood Buffalo. The EIA was deemed complete in 2014. This checklist is designed to facilitate a review of the key elements of the Phase 2 Environmental Site Assessment (ESA) report, to ensure the site is thoroughly assessed, the substance(s) delineated, and reports contain the appropriate information for remediation and/or risk management. A focus of the review is to assess the completeness of the ESA, and to identify data gaps that may exist. Key technical requirements for ESAs are also itemized in the checklist, which will allow the user to identify potential deficiencies in the report and/or in the methods used to conduct the ESA.

The project locatation is in Yellowhead County, approximately 10 km from the Hinton town boundary and extends away from Hinton to the southeast for about 12 km up to the McLeod River Valley. The Ecosystem Services approach pilot on wetlands is part of the Alberta Environment and Water’s 10-year ecosystem services road map. Its completion and results are considered a progression in understanding and applying an ecosystem services approach to support decision making. Ecosystems provide innumerable services that are underrepresented or absent in most economic development decisions; however, these services contribute to development objectives (e.g., scenic quality of the land) and to realizing quality of life goals. Identifying and understanding many of the services from wetlands can provide more information to decision makers, which may help to prevent unintended consequences from development decisions.

Description

This study determines flood magnitudes for the North Saskatchewan River at Edmonton. Both natural and regulated annual maximum flood flows are examined in the assessment of the frequency of occurrence of future flood peak flow rates. Recorded flows and water levels within the North Saskatchewan River basin above Edmonton form the basis of the analyses. Several frequency distributions were applied to the annual flood discharge data and the most applicable distribution was selected. The results of the analyses reflect the most current information and methodologies available to determine flood frequency estimates.
