This study explores the competitiveness factors and growing industry trends related to procurement decisions made when oil sands buyers award contracts to Metal Fabrication and Machinery Manufacturing (MFMM) suppliers during the development, construction and operation of mining, in-situ and upgrader projects. The study helps to provide market intelligence for the development and execution of growth strategies in areas where Alberta’s MFMM sector has a competitive advantage. It also provides a better understanding of the needs of Alberta’s oil sands industry, describes how to strengthen relationships between Alberta’s MFMM sector and oil sand project owners, and support continued economic growth in the province.

In January 2006, the Oil Sands Consultation Group was established by the government with a mandate to provide revised plans for a consultation process for oil sands development that allows Albertans to share their vision and principles for development of Alberta’s oil sands. The Government of Alberta has accepted all nine recommendations of the Oil Sands Consultation Group.

Albertans own the resource. The onus is on their government to re-balance the royalty and tax system so that a fair share is collected. This must be done within an equitable and flexible administrative framework that maintains Alberta's competitive edge for energy investment.
