The Province introduced reclamation certificates in 1963 to promote reclamation of industrially disturbed private lands. The program was expanded to include public lands in 1978 and revised in 2003 to increase the province's ability to handle certificate applications while maintaining environmental standards.

Description

The fundamental principle of these criteria is that the success of land reclamation is measured against the original or representative site conditions with due consideration for construction norms at the time of development. In cases where pre-construction data are not available, the land, soil and vegetation adjacent to the site will be used as a comparison. However, in special cases, the operator may have to find representative land, soil and vegetation a short distance from the site; the reasons for doing this must be explained in the application and to the Conservation and Reclamation Inspector at the inquiry.

The criteria presented in this document are to be used to evaluate whether a site has met equivalent land capability. The criteria are based on land function and operability that will support the production of goods and services consistent in quality and quantity with the surrounding landscape.

Drilling waste disposal has been regulated in Alberta since 1975. Oil and gas operators are required to show compliance with government standards by submitting disposal information for drilling waste that was disposed of on a wellsite or at a remote sump or land treatment site. This document was developed by representatives from the Canadian Association of Petroleum Producers, drilling waste disposal consultants, the Energy Resources Conservation Board, and Alberta Environment and Sustainable Resource Development to provide guidance for assessing drilling waste disposal areas for reclamation.

This Information Letter deals with part of Recommendation 5 that said a summary of the criteria should be sent to landowners along with the reclamation certificate application. A summary of the criteria is attached to this Information Letter. This summary allows operators to fulfill the recommendation.

ESAs represent places in Alberta that are vital to the long-term maintenance of biological diversity, soil, water, or other natural processes, at multiple spatial scales. They are identified as areas containing rare or unique elements in the province, or areas that include elements that may require special management consideration due to their conservation needs. As applied to resource management systems in Alberta, ESA mapping is a strategic conservation tool that is useful to the development of landuse planning and policy. Identifying these areas using scientifically rigourous, defendable, and relevant methodology is the first step toward the successful integration of ecological values into provincial land-use planning and management.
