Description

All municipalities and Metis Settlements are eligible for Canada Community-Building Fund (formerly Gas Tax Fund) funding. The program provides conditional grants for capital-related projects which meet program eligibility criteria. CCBF funding is allocated to municipalities on a per capita basis. The annual program budget is subject to Canada advising Alberta of the yearly provincial funding. Municipalities are advised of their annual CCBF funding allocations after Alberta's funding has been confirmed by Canada and specific funding allocations have been authorized by the Minister of Alberta Municipal Affairs.

In Alberta, equalized assessment is the means of comparing property wealth in a uniform manner for all municipalities. Alberta uses an ad valorem assessment and tax system where property taxes are based on wealth and wealth is measured by the value of property expressed as an assessment. Equalizing an assessment is simply a process of adjusting each municipality's taxable assessment to a common year in accordance with current legislation and policy. The equalization process results in a common provincial assessment base that is used to determine the amount of requisition for each requisitioning body.

In March 2008, the Premier led the initiative of adding 300 police officers over a three year period. Municipalities responsible for providing their own municipal policing (towns/cities/urban service areas over 5,000 in population) were eligible for this funding. No applications were required and the program provides a grant to the municipality of up to $100,000 per position, per year. This funding is ongoing but is dependent on funding allocations each year.

Description

The objectives of the Municipal Policing Assistance Grant Program (MPAG) are to help communities better meet the costs of policing services, and support government's commitment to address the financial impact of policing on municipalities. The municipality is expected to use the funds to ensure it has adequate and effective policing and policing oversight, assist in implementation of provincial policing initiatives, and/or enhance policing services to its residents. All municipalities that pay for their own policing qualify for this program. Recipients must provide reports on how the grant funds were used. The grant is issued annually to all eligible municipalities and no application is required.
