This policy provides clarity and guidance on the Director’s interpretation of Section 19 of the Provincial Administrative Penalties Act (PAPA) where a recipient who has requested a review through SafeRoads Alberta fails to participate in or abandons their review, as well as policies and procedures adopted to implement Section 19 of PAPA to ensure procedural fairness to the recipient while protecting the integrity of the decision-making process.
