This document clarifies authorization and application requirements under the Water Act and the Water (Ministerial) Regulation where excavations into the ground are proposed. Typically, excavations into the ground that may trigger Water Act authorizations are dugouts, borrow pits, pits, or other pits/excavations. This guide does not address excavations that may be created for the purpose of drainage, flood control, erosion control, or channel realignment. Also not addressed by this guide is the issue of whether evaporative loss is considered a "diversion of water" under the Water Act.

Description

Provides guidance for operations located in the Heartland Designated Industrial Zone, should they choose to store and use topsoil off-site, based on the conservation and reclamation requirements in the Environmental Protection and Enhancement Act (EPEA) and regulations for conserving topsoil and reclamation. The guideline applies to specified lands as defined in the EPEA and to new operations, not existing facilities already operating under an EPEA approval, unless the approval terms and conditions for existing facilities are amended. The guideline provides an applicant/operator with guidance on an alternative to storing all conserved topsoil on-site for reclamation purposes, and also provides cases where topsoil in excess of reclamation requirements may be put to other uses.

This IH DIZ EPEA: Guide for Renewal Applications is only valid for Industrial Heartland Designated Industrial Zone facilities during the renewal of EPEA approval. A new facility application or amendment requires the full extent of information submission as required in the Guide to Content for Industrial Approval Applications. After ten years of continued operations, a renewal application is required for facilities in the zone with EPEA approvals. The IH DIZ EPEA Guide for Renewal Applications, therefore, streamlines the information requirements only to encompass a review of changes to the plant over the previous operating period and a general evaluation of plant performance concerning approval requirements and changes to standards. The implementation of this document will reduce the time to process EPEA renewal applications in the zone from an average of eighteen months to six months following the submission of a complete application.

An air quality modelling assessment is usually undertaken as part of the approval process to understand the impact of industrial activity on the surrounding ambient air. The Air Quality Model Guideline provides guidance on the appropriate modelling to be undertaken in Alberta when one of these assessments are required. Also included are three companion documents. The first provides clarification on interpreting modelling results for typical emission scenarios, when required by the guideline. The second provides a companion spreadsheet for determining whether or not the modelling terrain is considered complex as per Section 3.0 of the guideline. The third provides stakeholder comments to the original draft guideline [2020] and Environment and Parks response to these comments.

The Peace River Parkland Natural Subregion accounts for only 0.5 per cent of the province and is characterized by gently rolling cultivated plains and steep south-facing grassy and forested slopes along the Peace River and its tributaries. Vegetation is a mosaic and dominated by forests of aspen and white spruce, wetlands and small remnant grasslands on the uplands, and dry grasslands and aspen forests on valley slopes. This guide represents the analysis of 378 plots described in the Peace River Parkland subregion. These 378 plots represent 73 observed and described plant community types. An analysis of successional changes in the presence and absence of grazing disturbance for the grasslands (Appendix 1) and aspen (Appendix 2) dominated community types for the Peace region is also outlined in Appendices 1 and 2. The Dry and Central Mixedwood subregions cover nearly 40 per cent of the province and are dominated by aspen, with jack pine on coarse textured soils, and black spruce, willows, and sedges in the poorly drained areas. The vegetative communities in these subregions are important because they provide summer range for livestock, prime habitat for many species of wildlife, productive watersheds, recreational areas and timber production. As a result guides like this were developed to provide a framework that will easily group the vegetative community types. It is hoped these classification systems can be used by resource managers to assess the ecology of the sites and develop integrated management plans within each region.
