This framework provides instructions for developing ECO Plans for Alberta Transportation, The City of Edmonton and The City of Calgary. All ECO plans must follow this framework.

Under Alberta’s Environmental Protection and Enhancement Act, operators are required to return a disturbed site to a land capability equivalent to its pre-disturbance land capability. This guide explains steps to follow when carrying out a pre-disturbance assessment. The pre-disturbance assessment serves two purposes: to establish the pre-disturbance land capability of the site; and to provide guidance to operators to direct soil salvage.
