Engagement report summarizing stakeholder feedback during a review of the private career college sector in Alberta. From February 16 to March 15, 2024, the Government of Alberta solicited feedback from stakeholders in the private career college sector to better understand how private career colleges interact with organizations and post-secondary institutions, how the successes of private career colleges can be built upon, and what can be done to address the rising instances of non-compliance.

Description

This policy manual aims to provide policy guidance to Advanced Education staff, educational institutions, students and other stakeholders regarding the Foundational Learning Assistance program. The program provides full-time and part-time opportunities for low-income Albertans, who are unemployed or working less than 20 hours per week, to participate in programs of study that increase knowledge and develop skills to prepare them for further education, training, and/or sustainable employment. The Program replaces the Learner Income Support program and the Skills Investment Bursary program.

Through the Community Adult Learning Program, Advanced Education supports the delivery of adult learning opportunities, professional development for adult learning practitioners, and other initiatives that foster the advancement of community adult learning in Alberta. The purpose of these guidelines is to ensure that organizations receiving funding through the Program are familiar with its intent and understand the requirements and expectations of grant recipients. While it is understood that each community requires a unique approach to addressing adult learning needs, this document outlines the core expectations of Advanced Education.

Provides policy direction for post-secondary institutions and other adult learning providers that reflects and supports the Adult Learning System Vision and Principles. This includes policy direction on institutional roles, mandates, relationships with each other, with government, and to some extent with their communities. The framework differentiates the publicly-funded post-secondary system in Alberta into six sectors and assigns each of the 26 publicly-funded institutions to one of the sectors, providing descriptions of the programming, research and collaboration mandates of each sector.
